Minnesota's first-in-the-nation experiment with smaller, experimental, less centrally controlled public schools — the charter school movement — has not proved to be an immediate solution to the problems of public education.

A report by the Office of the Legislative Auditor released on Monday found that Minnesota's charter schools, in the aggregate, are doing worse by two standardized measurements than regular public schools. Those differences narrowed significantly when comparing charter and district schools of similar demographics, but did not disappear.....
